Making a 2.8 have more HP

I had a friend tell me if I did this: "followed by a ECM tune: stamped 1.6 rockers, 272-2 cam, headers, ported heads. You might peak 200hp." Would some of you who know more than I do tell me if this is correct or not?thanks
