How far to sand for new paint

I was watching a show on TLC last night called from wrecks to riches where they take a junk yard car and build it up and make a huge profit on it.Anyway they used a dupont water based paint on the Chevelle they built to try and be environmentally friendly. Has anyone tried this on their Fiero....

Last summer I paid a guy to paint my car and it didn't go very well. Crappy paint job, runs here, thin there, over taping, flaking in others and that was after he had it 2 months. That was last year. Tomorrow I get to run my car through the MAACO in Swansea, IL where I am also the sales guy....
